This is an interesting question. I was close friends with an Inman , and we often talked about corporal punishment of wives since both our wives were spanked when they misbehavied. He never mentioned anything about him spanking another wife but he told me the topic came up in marraige counseling. He would listen carefully to the couple relate their issues and if felt the husband was at fault he would work with him to correct what he was doing wrong. But if found the wife at fault he would tell the couple that the wife should be taken home and given a good spanking. Often the husband didn't know how to do this and that became part of the counseling. But he never spanked any of the wives himself, that was her husband's job.

He was very curious how as a Christian I spanked my wife. Turns out the method we used wasn't that different. I used a strap , he used a very short whip, a nasty looking thing. He had his wife go the bedroom remove all her clothes and bed over the bed. I sent my wife to the study, had her remove all her clothes and bend over a reading chair.

What is the purpose for the woman to be completely naked? As I understand both religions, it seems to me the purpose of the punishment is not intended to humiliate or intimidate. Is the spanking administered only to her bottom or is she actually whipped across her back, (which would actually be called a whipping)? Also the Holy Quran specifies a certain number of lashes according to the offense, is that adhered to as well or is it at the discretion of the husband? Sorry for so many questions but its the only (or at the very least one of the best) way to learn.
It's true the Quran has very specfic number of lashes for certain grave offenses but the instruction on wife correction is just a very general instruction. Later english translations have added words to make the punishment less severe , words like lighty and so on, but it's doubtful that these words are really there in the arabic. But scholars generally agree  the intent was to allow a mild form of physical correction, equal in intensity to what one would give an older disobedient child. The words used the Quran have translated as beat, scourge and spank. Based on what my friend tells the general practice has become to use spanking. Only the women's  behind and upper thighs are struck,  usually with a small whip, riding crop, strap or belt, seldom the hand. Generally the wife is stripped completely naked when she is punished. The reason seems to be that this  puts the wife in a more submissive state and brings home the seriousness of the consquences of being disobedient. In my case I adopted this method because my father in law who was my mentor early in our marriage told me this is the way an older female should be punished. I didn't question it, it seemed to work. I wasn't surprised this was the general custom in Islam at least based on what my friend told me.
Is there a specific reason why the men seldom spank with the hand?
The Quran has the words scourge in some translations , I think the tradition has always been a whip or something like it.

The husband CAN spank his wife, if he wont then that is a different matter.

Seems to me this is an intimate family matter that should be taken care of by your husband. If an Imam or Sheikh finds it necessary to discipline a single muslimah and she knows she desreves it I dont see the problem. If she is married he should advice the husband of his rights and duties, if the husband seeks his counsel.
