No. There are many places you dont have to put your head scarf on. Like when you are with your family. When you are indoor with your girlfriends and there is no any man arround.
But when do you have to put your head scarf on? That is debatable. Some say pretty much everywhere and some say only when you pray. Some even say never. That depends on your cultural valuas and your traditions. But Quran says Cover. I dont know exactly if it gives and answer to when and where you should cover but i know it explains how much you should cover.
