Because content of internet is hard to control. It has so much of unmoral stuff and Muslim countries wouldnt want their kid to see and learn the bad world out there. Eventhough many Muslims are very against censorship, there are many families still supports it and governments just back up the traditional system.
So government and elderly generation in Islamic countries are afraid their teenagers turn out to be as American degenerates. Therefore they cut/limit their freedom.
