Because the English version was translated by kings and roman emporers in order to gain political and financial control over their kingdoms. Also to supress women into submission and servitude.

Because calling him "It" would be disrespectful. So there are 2 options. Either he or she. Calling him "she" would sound like a wife, birth giver or somebody step behind a man in Biblical times.

 

So that is why i think they refer him as He. Also dont forget that Bible is not written in English. So what you read is only a translation.
